Bulldozed the sunny isles bridge railway and cant get it back

i managed to destroy the rails on the bridges in the sunny isles region and i cant seem to get them back Does anyone know how i can get them back? 

This started when services 2.0 came to my city i dont know if it was possible before it came. Im playing on an iphone xs
