I’m affected by the same issue, and at this point it’s clear this needs a technical fix, not troubleshooting.
Based on the behavior, this looks like building-level service state corruption introduced after the latest update. Services show red warnings despite overcapacity, new buildings work fine, and the issue follows the building when it’s moved.
What needs to be done on the technical side is a service state reset / re-sync for affected buildings. The service flags for Water, Sewage, Power, etc. appear to be stuck or corrupted and are no longer correctly recalculated by the game.
If you contact EA Support, explicitly ask them to:
- Escalate the case to a technician
- Investigate update-related regression
- Perform a server-side reset or reinitialization of building service states
This is not something players can fix themselves. The more of us who describe it this way, the more likely it is to be properly escalated and resolved.
