How to upgrade Buildings?

I see no bug here. This isn't just a building upgrade, its an epic project and you need a certain amount of epic points to be able to upgrade to an epic building, according to your screenshot you have only 3 points. 

Other forum users have been reporting bugs with Epic projects getting stuck or not resetting after the timer runs out. Some suggest restarting the game while others say they tried everything and still have the issue. 

Yes I know but i can’t restart the epic project, the timer is gone and i can’t do it again so is buged

Yes you need a minimum of 40 points to get an epic, anything less it will not upgrade
