Issue with placing Torii Trails Shrine building

Can't place it even though theirs no road and had placed it like that before. Also had restarted and refreshed cashe and deleted/reinstall game. I think it has to do with the invisible boundary of it building being 1x1 larger or something else. The attached files show this problem better and also i have my main city as well.

Currently in Tobytown club and the city name is twigs2025. Also city name was before this is Neko trading.
