Issue with tax calculation in capital city

After this silly update 2.0 my capital city tax dropped completely over 3.5 million population generate only 10k in 24 hours. City happiness at 100%

How looks the satisfaction in your regions? This has an effect of your tax rate if you do not have there also 100% satisfaction.
