I have seen some people mentioned that it was necessary to renovate abandoned buildings. After those buildings were repaired the services begun working as they should. Could you try renovations and confirm if it really helps?
Thanks alifie1! The only issue is that I can't do maintenance on any of them, if you can see the screenshot, they don't have the repair symbol above them - just the red water symbol
