The number of parks total won't affect whether the building comes out standard / advanced / premium; this is determined by the number of different specialisations affecting the building. So 2 Parks = 1 specialisation, 1 Park + 1 Education = 2.

Each specialisation can boost an RZ by up to 100%. So you can have one park giving a 100% boost, or 4 parks giving 25% boost each, giving the same outcome.
