Police Unlocked at Level 8

New to the game, at level 8.  I thought Police Station requirement unlocked at a later level. And sewage unlocked by level 8. However for me Police Station is unlocked at Level 8 and sewage it shows will unlock at Level 16. I also have tasks to complete in the city journal which asks me to place a basic police station. But for me only small police station is unlocked and basic will unlock at level at Level 15. So will this bubble keep appearing till I reach level 15 as it is impossible to complete the task at my given current level Level 8
