Service max capacity is far too low

Large, perfectly optimized cities are experiencing a problem with the new maximum capacity of individual services. For example, a small fire department can now only cover less than a third of the maxed-out houses than it could before the Service 2.0 update.

The maxium capacity values need to be adjusted so that at least as many houses can be covered as before.

Fire Department: Small: 650 / Medium: 850 / Large: 2600

Police/Hospital: Small: 700 / Medium: 950 / Large: 2800

Regional: Small: 525 / Medium: 750

And I don't want a compromise solution in between. These exact values are the absolute minimum. I dont care if I have to pay 300k for 10 levels of a small fire department, but the maximum capacity must be significantly higher.
