Unable to add any mountain buildings

I can’t seem to unlock any mountain buildings. It says I have a mountain index of zero but the only way to increase the mountain index is to add mountain specialisation buildings which I can’t unlock because I have a mountain index of zero. The only unlocked building is a sign which seems to cost 700 sim cash. It doesn’t make any sense. The beach works fine. Never used to have this problem when I’ve played the game before. Please fix this bug. I spent ages unlocking areas to get the mountain expansion but now I can’t put any buildings on it.

    It's not a bug. It's by design. EA want you to buy Specialisation buildings in a particular order - starting with the expensive SimCash ones.

    Seriously? It can’t be. It never used to be like that. I don’t mind paying for a few things quite regularly in games I like (it supports development) but they should be upfront about it. If you can’t use specific bits of the game without paying, then it needs to be clearly advertised before people put in time and effort (and money) into expanding their cities into areas they can’t use. It’s borderline dishonest. Not to mention, the fact that it used to free. Before this index update you could use simoleans and keys to buy buildings in the mountain area. Very poor EA! Very poor!

    I really feel sorry for all the newbies joining this money grab game now. You have to pay 700 green cash for something you don’t need in order to get mountain items which when I started I payed with gold keys and platinum keys and simoleons.

    Its a real shame that EA has resorted to this and they should be told to desist grabbing money and is turning into a scam now.

    Not sure how we can stop them but someone should and I was banned for saying something once before!
