Very high service demands

I restarted my city and now the residential zones have a high demand on service for water and electricity. I have 2 residential zones not fully upgraded to level 6 but already need a capacity of 35. I have to spend all my simoleons on this. It makes the game unplayable and no fun... I really liked the game...
