Waste management issue

I logged on today and found I needed to add/upgrade some waste management (garbage dump). I did that and it made the problem worse. I’ve deleted a whole bunch of empty residentials to see if it helped and nothing. 
I’ve now got a capacity of 630 and a demand of 390, but it’s still in the red. What do I do. Is this a bug?
