Crazy stutters on PC

It was fine up until a few days ago, now whenever I try to play, it's a stuttery mess on pc. 

I have an Rx 7900XTX GPU and a ryzen 7 7700x CPU with 32GB of DDR5 RAM. This PC can run any other game in 4k high fps, but now I can't even play at the lowest settings with FSR performance 🤣
