Let us wager rip chips for thrown downs

Throwdowns have basically no purpose. It's a fun feature but it would be great if we could win something from it if we get 1st place. Throwdowns should cost something like 10-25 chips to enter. The winner, and depending on how many enter the thrown down, maybe 2nd and 3rd place as well could get a portion of those chips as winnings. 

This would serve a few purposes. It would give people more of a reason to do the throw downs. It would also give a reason to complete the rotating challenges after you've already hit level 10 in an area of the city. Since you would need rip chips to compete in the throwdowns. 

Rip chips aren't tied to real $$ so I dont think this would be an issue as far as "gambling" is concerned since they are strictly an in game currency.
