There should be an explanation for the discounted shop items

The first day of the season we saw a Vans cap discounted down to 150 SVB from 300 SVB and so far there has been no reasoning for this. What incentive is there to buy anything the first time it shows up if it may arbitrarily drop in price when it returns? I saw the dev blog from a few weeks ago addressed the value of season 1's shop items, if this is to adjust those prices going forward then that's great, but if this is setting the precedent that items may randomly be discounted if you simply wait then that sucks. Either way the community should be given some insight as to how these choices are made.
