Unable to progress in mission

I am doing the manual mission tour thing with Slappy guiding it, and i have been stuck on this mission for days. Whenever i load into the game the whole game is black except for the menu, until i untrack the mission. After a minute of having the mission untracked it automatically retracks and sets my spawn where the previous mission was completed. I have done the mission without fail more than 10 times, and it shows all the boxes checked but when i complete it i just get respawned in the same spot about 170m away and it tells me to follow the path and then do the mission. The mission ie "Have a Wheelie Good Time" and it is becoming super annoying if anyone has a fix or an idea please tell me. I have deleted and redownloaded the game, done other missions, teleported to friends and bus stops, and many other things but no matter what i just get respawned in the same spot and slappy says the same thing every time.
