Why is there no option to swap servers/server hop

I try to join a friend, it says their server is full. They try to join me, it says my server is full.

Why can't I server hop to a free server to play with eachother? Why am I not allowed to play with my friend????

Imagine playing battlefield, and if you wanted to play with your friend you had to load into a match and pray there's an open slot for him to join. It's silly.
