To be honest the game is dead because of people who were banned due to mods knowing that these are cosmetic mods and not ones that modify the gameplay it would be really nice of you to unban everyone...
I seriously doubt the game is dead because of bans.
Any mods are a violation of EA's EULA, although I can understand your point about cosmetic mods being less offensive than hacks to purposely alter others' gameplay.
