Agressive texture streaming issues not present before patch 9

Tagging on that I just reinstalled the game after a couple years, and have the same issue. Everything maxed out, just like when I installed it at launch - but now it looks like crap, despite having a newer CPU and a 3080 10GB (which while not a newer GPU, is still well above recommended; moot point anyway since it looked fantastic at launch on the same card). I also know it's not running on integrated  graphics because that's disabled on the PC altogether.
