I'm facing the same issue, can't progress or interact with Cere at The Archive.

I restarted my entire game from beginning. I think the cause of that is if you die too much on the flying part with Merrin it will some how bugs the game. Not 100% sure on that though

Turn off performance mode, and HDR I had the same issue, and this seems to have worked
