Ensure launcher.exe is in the antivirus and firewall and set to tun as administrator
try
Press the [Windows] Key + [R] at the same time
Copy the following in to the text box and press ok
%localappdata%
now once here scroll down and delete swtor and Swtorperf folders , if you have any custim UI you want to save go into the swtor folder in that location and copy the GuiProfiles folder to the desktop so it can be pasted back later into the same location once the game works again.
Hum ... i don't have any swtor and Swtorperf folders in AppData/Local

Hmm those folders should exist in the appdata location if the game has been played on this system before.
Can you make a new windows administrator account on that system as a test and log into this new profile and see if any change with starting the launcher

The problem might actually be from my computer system ... I can't create a new account, nothing happens. Also there is some other things which doesn't work with my system interface. For exemple ( i share this computer with someone who speak a different language ) if i wanna change the language, when i go in the interface settings and click on " add a language " nothing happens and the interface shut down.
I will have a look this week end and try to restore the system.

Initially open a command prompt as administrator and type
sfc /scannow
See if that finds errors and corrects them all ?
