Active characters bugged (can't create new character)

It says 9/14 active characters in the server im on, but i can't create a new character because it says i don't have any more slots available. I counted my characters, I only have 9 active w/ 5 inactive

Can't create a ticket in game to ask how to fix it because i'm not subscribed, so i'm posting this here to see if anyone knows a fix
