The issue is that the video card has insufficient dedicated vram and doesnt meet the games minimum requirement of 1GB Vram
unfortunately using compat mode was one way to fool how memory was utilised , but that cant be done anymoreApart from buying a video card that meets the "minimum" game requirements you can check if yours is say a intel card whether you can increase the available vram in the bios , or you can try a regedit to fake the vram example https://www.makeuseof.com/tag/video-ram-windows-10/ (not sure if faking it will work though)
