I failed to open the forum website. It seems like the swtor forums are blocked, even the vpn doesn't work. weird.

The block error would indicate the IP address your using is banned , i would reboot the router/modem leave it off for a few minutes and see if it allocates a different ip address , if not ask the ISP if they can change it
The server access issues are similarly likely related to a internet routing issue, again changing to a different IP address may resolve this error too
