Same issue. Attempted to repair launcher, and couldn't. Used launcher repair utility, which then broke my launcher. Process is showing in task manager, but is not visible or useable on screen. Ending the process/process tree does not fix, nor does a full reboot.
Network troubleshooting completed, showing no issues; all firewall permissions are in place. Currently a US subscriber using AT&T Uverse.
Fixed the launcher problem, which then led to a login fix.
Apparently, I was still running off the hardware install -- i.e. I was still running off the launcher based off the CD/DVD install. Followed the instructions on this reddit, reinstalling the launcher, and replacing it with the streaming launcher. It allowed me to log in, and download this morning's patch. Well, start downloading this morning's patch.

Dunno if this will help everyone, but it helped me.
Could it be an issue of legacy-based launcher versus the streaming launcher? Just a thought.
