Have you tried a clean boot per this guide
check that all .net and c++ optional windows updates are done too
worthwhile running a repair on all x86 c++ installs too
Just ran repairs on all my x86 c++ installs, downloaded the 2 pending windows updates (1 of which was a .net update), and I had already done a clean boot before. Sadly the game still would not work even with everything disabled in the clean boot environment.

if you look in the dxdiag it shows the razer synapse software crashing with kernal dll and associated with bccode 144
GameManagerService3.exe

Control panel is in Debug mode now. What should I do about Synapse or the code 144 issue ? is it worth it to just remove synapse and see if it works ?

uninstall synapse if possible as a test and do you have any USB devices not mouse and keyboard plugged in ?
