*Although I have not seen a DXDIAG from you, these numbers give me clear concern as they 'should' be your monitors Native Resolution, same with the refresh rate.

Please be mindful both your monitors have different refresh rates, as your 1680x1050 is a 120Hz yet currently set to 59., and your 1920x1080 is currently set to 60Hz, these settings all have to match for your Windows Settings and your Vcard Settings + your Game! (*Don't see a client_settings for you yet sir).
