You have a minor bug on version reporting but that is just a cosmetic issue
the dxdiag shows an old insider version if you look and compare to the version reported in winver they are different
Now back to the issue at hand , is there anything unusual with your internet connection like at a uni or scholl etc , have you tried using a internet connection way different to yours say at a friends house ? to see if the issue persists, in case there is a partial port block on your router/modem for example

No unusual internet, just at home as normal. I'll be at a friend's this weekend so I can test it there, I'll get back to you on that and the clean boot.
I did try reinstalling the game via Steam this time, and it does seem to have a better ratio of being able to log in: N Y N Y N Y N N N Y N N Y over twenty minutes or so. But it's also still making me re-agree to the terms every time it does go through and still not finding any sort of pattern on when it works or doesn't.

Clean boot seems to be more or less the same lack of pattern Y N Y N N Y Y N. Still gets hung up for a good five or six seconds even if it does let me log in.

be interested to see what a totally different internet connection does
maybe try using pingplotter (only while free) (use to have a free edition not sure now) and plot to say www.google.com while playing and see what occurs
same if your wireless at present conenct via ethernet cable direct to the modem / router to see if any change
the plotter can save the graph as a jpg and inserted here

Had the same issue and found a quick resolution here on the Steam forums. Real quick thing to do by changing your setting for fullscreen before loading up the game. Only have to do it once as it is fine every time afterward. Why SWTOR did this to some people after reinstalling after some time away from the game, who knows...

FYI, I had the same problem and found a solution.
This seems to occur when I close the game while running in "Fullscreen - Windowed" mode. Trying to launch again from Steam shows the splash screen but it's frozen and never advances to the game (the little gold gear icons in the lower right hand corner don't spin, which is a clue that the game is bricked).
The solution I found is to make sure SWTOR is closed; open the client_settings.ini file (c:\Users\[Your_User_Name]\AppData\Local\SWTOR\swtor\settings\client_settings.ini) in a text editor. Find the line that reads:
FullScreen = true
(Around line 19) Change it to:
FullScreen = false
Save the file and start the game.
The game will then load and you can go back into your settings and set your graphics up the way you'd like.
Hope this helps.Quick note: If your file does not have a line for Fullscreen = true, then create one yourself and use the false ending.

Press the [Windows] Key + [R] at the same time
Copy the following in to the text box and press ok
%localappdata%\swtor\swtor\settings
Open the client_settings.ini file in notepad and ensure the following are displayed within
Fullscreen = false D3DFullScreen = false RefreshRate = 60
Check NativeHeight, NativeWidth, Height and Width ( all 4 ) match your monitor resolution.
Save and close the file.
Start the game as normal.
Change graphic settings within the game as desired.
