Ensure the internet setting has no proxy servers setup in the web browsers, this can affect the launcher ---------- no help
create a new windows administrator profile and see if the launcher appears ------------ no help
Can check the winsock stack
Try this open a command prompt as administrator and try the following commands
netsh int ip reset resettcpip.txt
press enter
and then type
netsh winsock reset
press enter and reboot the PC
any change ?
