I did repair in February... but i am doing another one right now.

Engineering can see the name plate is visible so the NPC was spawned on the server's side. They say That the model is not visible is always a client issue and should be fixed with a repair

however given you verified file integrity only a reinstall i guess can disprove that notion completely

They also said noting you had no effect from a repair they are planning on doing a deep dive into the data now. ETA for the investigation is after the next update shipped. Sadly that means it will stay broken for a couple of months if the issue is server side.

Any word on this? I too can not see or interact with Xorem. I had to beg in general for someone to come and do the quest with me to share it. I tried everything mentioned here. I did a clean install and then instantly repaired it. Nothing worked.   
  
I can target him using CTRL+TAB but since he isn't physically there I can't right click him to accept the quest.

I have the same problem, the nameplate still hovers there, menacingly. And it is not only for me, people in the chat are asking about the same thing.

Sadly, Lieutenant Xorem is still playing hide and seek on Ord Mantell. :-(

I can confirm that any patch solution didn't change anything.
Still i can't see Lieutenant Xorem

I even tried on freshly made character

still invisible for new chars
