If your a F2P or preferred player you can try to email support@swtor.com to see if they can resolve the issue. Just include character name, server and details of the issue.
I actually sent an email to them, and guess what? I got a response back and the response can be sumorized as "Well you're not a subscriber, so I can't help you. Sucks to be you". Well ain't that a slap on the face!

I was under the impression in the cases of a missing companion that summoning a different companion restored the ability to summon the affected companion ?

I would recommend sending an email again and detail that "T7 is permanently missing" , hopefully they will assist the second time around, let me know how this goes.
