You can try to email support@swtor.com to see if they can assist there but they may still refer you to call. Have you tried to add the security key to your account? You don't have to have the app specifically. There is also a way to setup the security key on your computer if you don't own an android or iPhone. There is a video that explains how to do that here:

This may allow you to just bypass the onetime password and use a security key on your computer.
This is the first mention of any emulator on the net for things like this and thanks but unfortunately I was unable to find the Security app after downloading the emulator. Honestly, I wouldn't be making such an issue out of all this as I don't spend money in MMOs but this one time I have and now that money is wasted because I wasn't able to log in.

@wolvenneklaw Thanks for the post, what details were you given? Whle the linked site is for a 3rd party program and can't be guaranteed, it does appear to be legitimate/trustworthy from what I've seen. That said it is of course wise to be constantly diligent, so if you can provide info about your experience that should help.
