Nothing random, chargebacks are an immediate suspension on the swtor account and usually the linked ea account as well
Suspensions due to chargebacks can be lifted only once only by calling swtor support, after that the ban is permanent
Maybe check out if someone has a vodafone mobile or similar as most plans include free calls to the UK etc
