I gather that you are F2P or preferred ?
More Quickslot bars can be unlocked through the Cartel Market or by purchasing an unlock from the GTN using Credits.

Now this issue is only with one character, weird stuff going on, and of course it's the one character that I want to play. lol.

See if you can go into your Interface Editor, select Extended Quickbars and load it, is that available for you and do your Quickbars show up then?
