You have another EA/origin account that uses the Persona dewo62 that account is presently banned and is why purchasing on swtor is broken.
you need to open a ticket on help.ea.com for origin and banned account say with https://help.ea.com/en/contact-us/?product=origin&platform=pc&category=manage-my-account&issue=banned-or-suspended-account
