As I said in my initial email, every call I had attempted resulted in a "please try again later." Fortunately, this afternoon I was able to get a hold of someone (I had to take time out of work to do it) and resolve the issue. To those who see this topic when searching something similar - you may have a hold on your account, and can only resolve such holds by contacting support via phone.
