Apparently they have decided that you have to file a ticket to CS to get the problem solved, however anyone who is not a sub in this F2P game can not contact CS and as such remains locked out.
Why does EA refuse to fix the problem and continue to * over the non subs?

Indeed, that's exactly what I would like to know. How as a non-subscriber am I supposed to file a ticket to get access restored to an area I should have access to already? Perhaps an EA representative would care to answer our queries as to how we are meant to regain access to our personal phase?
It would be appreciated, I note that Tait over on the official forums has completely glossed over this issue for non-subscribers that have paid for access to KotFE previously. I'm certainly NOT going to resubscribe to the game if I don't already have access and the issue isn't resolved prior to me resubscribing in the future.

You could try to phone them or try using support at swtor.com.
Support on swtor.com sends us to this site and then to the contact page wich then redirects non subs to this forum again, in short EA is unwilling to help customers in their "F2P" game.
Unless they patch this problem there is no reason to sub and no reason to log in except to get the last 3 pieces of the eternal championship armor set.
I too am having the same problem as others described. Ch. 12 started automatically, on my way back after completing, locked out of alliance camp. Character is Triple'shot on Shadowlands. I am preferred status, can't make a ticket. There is no option to select the mission on the ship and the "play" button is missing. Have red door at entrance to Alliance camp, so can't continue on with rep for my companions.
If they ever get around to helping us (Preferred Status Players), my character's name that is having this issue is Doser on the Jedi Covenant server.
I can't afford to sub right now, but I will be able to in a few months. Although with that said with issues like this and ignoring Preferred Status Players. I may not want to resub or even continue playing the game at all. Preferred Status Players are paying customers. We may not always sub every month, but we do spend money on the game. Whether its through buying an occasional sub for a month or multiple months to buying cartel coin packs to buy items from the cartel market. We are spending money and we deserve some type of customer support and satisfaction.
I've been a Bioware fan since the first Star Wars: Knights of the Old Republic (I've bought and have played ever Bioware game since KotOR to the present as well.) and I've always been happy to call myself a Bioware fan, because Bioware has always created quality video game experiences. I've been playing SWTOR since April 2012 and have been proud to call myself a player of this game, but slowly ever since the launch of Knights of the Fallen Empire to now. I have been losing my faith in Bioware to create a quality experience and I'm becoming ashamed to call myself a SWTOR player. I really hope Bioware does something soon to change my mind, because my faith in them is running out.

This is what I'm having aswell, being preferred status I can't make tickets nor post on the forums. Nothing on the ship mission terminal etc. Also when I log into the game I get the interlude you get for completing the Rise of the Hutt Cartel. So somethings messed up bad

According to the Bioware Employee Tait Watson there is away to fix it, but you need to send in an in-game ticket to get help with fixing it. Which doesn't help someone who isn't a current subscriber, because you need to have a current subscription to be able to click on the "create a ticket button.". If you aren't subbed the button is greyed out.

I sent an e-mail to [edit: email address removed] yesterday. I explained what is going on and that I wasn't alone that there were other Preferred Status Players with the same issue, but for some reason I didn't think to link this thread.
I'm not sure if you will be able to resolve via email, may require a ticket but here is the interesting thing I noticed. Chapter 13 auto starts the moment you enter the base, that is how they have it programmed to do.
Therefore if you are a preferred player and don't have access to chapter 13 it may be that it locks you out for that reason is that it auto starts when you enter the base, thefore to prevent non-subs from either 1 getting access or 2 causing other bugs they just lock it out.
The only way I can see to get around this is:
It seems the issue mainly affects those that are preferred accounts and had access through 12 but not chapter 13. I've been a sub and never lost access to either the chapter or the base. Not sure how many sub's it affected but it mainly seems like it hit preferred accounts that don't have chapter 13 access therefore one of the above would need to be done.

- Sub for a month and get access to the chapter, let the opening scene play then you can go back to your base and get access.
- They would have to release a patch to prevent the chapter from auto-starting when entering the base and therefore prevent the lock out.

Well if that's the reason I can kinda understand it. Still, I find it in a way stupid that they programmed it like that. You can tell that they are just after your money. But I'll see if I get the 60 day sub thingy.
I have send a mail as well not long ago but still no reply. Well support is pretty much terrible towards the preffered ones or even to the F2P.

Since Game Update 4.3 went live, we discovered a bug that has prevented some of you from getting proper Legendary Player credit for Class storylines that you completed.
We investigated and found some missing triggers in the background. These can block some completed Class storylines from properly counting towards your Legendary Player status.
Because this bug is caused by a background trigger, Customer Service cannot restore Legendary Player status if you’ve been affected by this bug.
We did hope to have an automatic fix for you with Game Update 4.4 in May, but unfortunately this fix did not catch everyone who was affected. We’re aiming for a full fix with Game Update 4.5 on June 1st.

Funny thing is I never had an issue with my Legendary Status and no where in my original e-mail did I say anything about Legendary Status. I sent them a reply stating that I never had an issue with my Legendary Status and then reiterated my original e-mail telling them again about the issue with not being able to enter the Odessen Alliance Base and not having a mission for Chapter 13 in my Mission Log. I also told them about this thread and this time I remembered to add a link to this thread as well.

Since it's the way the instance is programmed once you complete chapter 12, either a patch would need to be done which the soonest would be june 1st if they do change this by then but could be later on or to sub and get access to the chapter to get past the issue in the meantime. That would be the only thing I can recommend.
Got a real reply from SWTOR E-Mail Support now with useful information:
My name is Lance and I first want to apologize for the last email as that was an incredible mistake. I understand that you are unable to get back into the alliance base, I know how frustrating this is and I have seen a few cases like this. This is being caused because of an issue we had at the beginning of the month where preferred accounts were granted access to the newer chapters. We have been asked to advise all of our players to submit a bug report so that your account can be added to the list that is experiencing this. In the meantime there are no known workarounds that we can offer to help you get back into the phase and to wait for this to be fixed in an upcoming patch.

So I guess we just need to wait until the fix is put into a Patch.
I imagined that's fairly frustrating, but thanks for sharing this replies.
