How does one do that? Because I think I did that but all that was there were regular items, though I did do this more than a day later.
In the Cartel Market Window on the lower left side is an button unclaimed Items, if you purchased something.
There you can refund unclaimed items or Claim them to your Inventory.

My unclaimed items are empty, and my inventory has no cartel items
Go to your account page and look if CCs got removed, eventually you didn't buy them or refunded them.
The unclaimed items field is only for the Character you did the purchase with.
If the Coins got removed and you can not find the items you should call them.

I decided to check my account after I got your reply, and though I did get my cartel coins, I didn't get my purchases, something I believe is because too much time has passed, so I made a few more purchases, and they passed, however, that was still wasted money earlier
If Coins got removed and you got nothing for it send an InGame Ticket or Call them.

Can't, I'm preferred, not subscribed
Calling is then your best option, the Telephone Support ist the address to go with all billing and account issues, regardless of sub or preff.
If calling is no option for you you can try mailing to support@swtor.com.

My problem is fixed, but I've lost the previous cartel coins because i'm an idiot and deleted the character I used to make the initial purchases
Since there is real Money involved with CCs, the telephone Support should and most probably will help you to regain the coins or the Item.

How, The character I used to make the purchases is delete, so they wouldn't be any record of any purchase
You can't really delete anything digital, they are very wel, abel to restore long deleted Chrackters,
I guess that they could transfer the unlock to an active Toon of yours.
If they couldn't do that, they could restore the deleted one, then you would eventually have to deactiveted an other Toon until you have used the unlock.
