Just had a thought, There is one more thing you can try and that is simply load a different UI profile on that character, these UI profiles are the only things that would not of changed when you re-installed the game.
The UI profiles are located in a folder called GUIProfiles at the below location
Press the [Windows] Key + [R] at the same time
Copy the following in to the text box and press ok
%localappdata%\swtor\swtor\settings
Go into the GUIProfiles folder , locate the one with that characters name and delete it
Also in the settings folder are xml file starting with HE1234 Character Name Player GUIState again find the one for that character and delete it.
Have seen this issue before in most cases I have found that the %/appdata/local/swtor% folder and all its sub-files is set to "Read Only" and it is missing an element that it wishes to create in that folder... or something has changed and it's (*the game) getting the big rubber finger for the computer.
Remove the Read Only before starting your game/launcher and see how you go.

lately I didn't have time to play so I decided to reinstall the game. So, actually i am in "BR" mode.
The Problem remains.
It has presented another problem but are not sure that everything is connected. However before I expose it I must do three important precisions:
- I can't install the latest (or any other) C++ version .
- In "%/appdata/local/swtor%" i can't change the "read only" terms. I can change it but every time I open the properties i find it again to "read only"
- despite don't play much with my other characters, for now I have not encountered the problem of the disappearance of the skill bar with them.
New problem:
with my character i am at the chapter: "Rise of the Hutt Cartel", the mission "A Word Aflame: return to kartha Niar", well, every time I try talk her doesn't start any video but the game freezing and closes by itself.
I do not know what to do. Is It appropriate write on this forum? have I to write on other forums? have I to contact support or submit a ticket?

#1... requires brain... let me go find it first.
#2 isn't really a thing; its a Windows thing that lies.. if you do it once.. and see the bar changing things and all the subfiles and folders your good on that.
#3 Yaaa? no more bar issues? isn't that a good thing?
*New Story issue my be a glitch or a bug.. haven't done it yet or it may just require more brain and brain not here yet.
Run a game verification initially
Streaming launcher - If the letters "ST" is present, close the launcher, right mouse click on the game shortcut,select open file location and delete the BitRaider folder. Then start the launcherCan you post a dxdiag per this link if it is persisting after the file verification
