Add swtor.exe and launcher.exe to your Firewall / Anti-Virus safe list, next if that doesn't work, try the below steps and should be similar if your on Windows 10:
1. Run the launcher and log in.
2. Open the task manager on your computer (shortcut is Ctrl+Shift+Esc).
3. Select the Processes tab. On Windows 7, sort by image name and look for any starting with "br", they should be listed as belonging to Bitraider in the description column. In Windows 8.1, scroll down to the Background Processes and look for any Bitraider listings. Right click and end them. Don't worry if they come back.
4. Select the Services tab. In Windows 7, click on the button in the lower right corner that says Services. In 8.1, click the link at the bottom that says Open Services.
5. In the Services window, sort the list by the Name column, and look for BitRaider Mini-Support Service. Right click on it and select properties.
6. On the General tab, about halfway down, there should be a dropdown menu that says Startup type. Make sure it is set to "Automatic". Hit Apply the OK.
7. Close the Services window, the task manager, and the game launcher. Then restart the entire computer.
8. When computer has restarted, run the launcher and log in. The download process should now start properly. Files were already in exceptions. Added them again. No br- filename in Processes. Update process started again. Like 6th time today. Completely broken.

Im having the exact same issue,
i dont use bit-raider
Morning all..
If it helps I am currently going through a "Repair" as we speak..... I fell asleep on the couch while patching and my partner without knowing turned off my monitors and a few other things.... I have totally no proof it was her actions that have forced me to 'Run a Repair', but if anyone asks its the story I am sticking to..
Main tips for MASSIVE updates/expansions, never allow your screen to go into 'screen saver mode' or try and save power of any kind...(we are gamers not hippies), ensure you have the Launcher and other exe's set to run as admin.... double check your firewalls...
Guide below contains walkthroughs for most of these steps..

Same sht for me and the DL started out slow as well (from 1PM GMT +2 and it's now freaking 20:46 PM GMT+2) and it's starting to annoy and I lose my temper. I can understand that the DL is slow, many People are dling it at once (and let's be honest, Bw + Service = ? , their Server is massively filled) ....but wtf is up with this stuck ? I'm stuck at 98.25% for about an hour now ......it's really, really frustrating since I paid 4 freaking Months just to get Early Acces and now,I'm losing probably up to 2-3 Days.

I could so pull off a kimono and slippers.. don't know about the socks though.

Any official mind addressing this? I've already downloaded the patch 3 times. I gave up and went for the swtor pre-downloader to see how that will go, but it's quite a bit slower than the launcher at downloading...
After the second download finished and i got the error i shut down the launcher and copy-pasted the downloaded files, but recopying them into the swtor folder doesn't help with the download.
I ran a file "FixLauncher.exe". It restored my launcher to the original design (and I guess version too), and with the old launcher I was able to compete the update on the first try. Although download speed was sometimes at 40kb/s (90s and dial-up modem speeds are back XD Oh, I have 100mb connection).
I think the new launcher is bugged.
