[SWTOR] Can not progress in class quest - JK (Uphrades)

Hello,

This quest is completely bugged out.  There are no NPCs left on the ship but the quest won't advance because I need to kill 8.  I have tried leaving and coming back to no avail.  As it is a class quest I can't abandon the quest and retry.  I also can't open a ticket in the game as the ticket system is not working.
