I don't think so, from what I know there is french, german and english. There is an email address you could try to use to contact the support team mailto:support@swtor.com but for account issue, they will most likely asked to call.
I asked in my guild if people knew how to fix the email verification at level 20... one said he had a gmail address, and he entered the same email address, but using googlemail instead, and it fixed the issue for him ... but as you already tried with a new email address ...
Maybe someone on the forum will have some suggestion
