After having used a few hundred energy (and some credits) to get used to the system, I actually kind of like it (in a masochistic sort of way). While I think way too much time and resources will be spent finding those perfect mod sets for maximum Rey damage, it has its perks.
However, it is also clear that this absolutely should not be on Cantina energy. Refreshes way to slow, and Cantina energy is way too important for character shards.
The way it should work is that every activity (LS/DS, Cantina, Challenges, Raids, GW) should award a little bit of Mod energy. So spending more Cantina energy (or LS/DS energy, etc.) will give you more mods indirectly. This should both encourage whales to maximize their refreshes, while not penalizing FTP. PLEASE INCORPORATE THIS ASAP unlike your fixes to precrafting.
