100% or 110% potency

Hi guys, do you know if there's a difference between 100 and 110 potency?

Now this got me thinking if tenacity is a good choice at all. For me it makes sense if I can resist at least 50%-60% of attacks.

Lets say a typical Zaul's potency is what, 60%? This means my toon's tenacity should be at least 110-120% to reach a desired effect and that is.. impossible.

What about a typical EP with 80% potency? I wont bother with tenacity any more then
