I wrote about this the other day, albeit for a different one of these battles.
The information should be clear and truthful. If you have no shot of winning even when you qualify to initiate the mission, they should just tell you that. Personally I don't see the point of telling ppl that they're qualified to go when they have a 0% chance of success. It inevitably breeds resentment and ill will.
We've all accepted that you need multiple r9s to unlock a capital ship or GL. We're grown up enough to understand if the requirement is 2xr7 instead of 1xr7. CG just has to tell us what the actual requirements are.
This is how you breed an angry fan base.
Nonsense, it just shows some of the fan base are stupid. Requirement is correct in that this is what allows you to take part in the battle, it does not in any way whatsoever suggest you can complete said battle.
All previous era battles have been the same, which further underlines OPs ignorance.

But it doesn't really matter if the fan base is stupid. That's the fan base that CG has, and that's the fan base from which they earn their operating costs and their profits.
I'm aware that they said that that the "best chance" requires both units, but if r9 can't solo it, then it can't be solo'd. What that means is that heavy investors spend time and energy thinking that they can get it done and then not getting it done. Banging your head against the wall isn't fun. You can argue that players shouldn't expect to win with r9 given that "best chance" requires both characters, but people do expect to win. "Best chance" is not the same meaning as "no chance." So people think they have a chance and then have a bad experience.
CG could prevent that by telling folks up front that there's no chance. Or they could prevent it by changing the entry requirements. The way that they set it up, they've guaranteed themselves bad feelings on the part of the player base that you've named stupid.
I just don't think why they have a bad experience is particularly relevant. CG could prevent the bad experience, and chooses not to. That's going to cost them good will. From the perspective of people who want to make money, it's a bad decision. The vagaries of human psychology simply don't matter, the WHY doesn't matter. It's a bad decision on their part, so why make it?
