Disagree; this only works assuming people want the Phoenix toons to begin with. In the case of Yoda and Emperor Palpatine, there was a wide variety of toons to choose from (Jedi and Rebels, respectively) so it never felt like extortion to develop 5 out of 6 particular characters. It had the element of "you need to choose 5 toons wisely and if you've been playing for 5 minutes you already know which ones are worth it and you probably have already made progress on some of them".
No one in the F2P camp was partying over having a surprise 5 characters to level/gear, resources are spread across other goals enough already.
As a F2P I agree I wasn't partying, but I still recognized making them that accessible wasn't necessary from a business pov and was very generous.
