a quick question about Maul
since he naturally has 0 potency, does that mean if i don't mod him for potency, then his chance to inflict daze on all enemies is just stuck at the default 15%?

No it won't, you'll just be taking away from other stats he needs. Don't add any potency to Maul for arena, he gets plenty through his unique.
