They have to fill that gear slot for Old Ben with something, but high-tier gear slots are pretty potent, so if they gave him something he actually uses it might make him overpowered (at least in their estimation).
I doubt if his basic damage would increase with say 1k, it would be called overpowered. He already hits like Barriss.
