I use the admiral on my GW and Arena team and I can say without any doubt that he is unpredictable. Most of the time he removes all non-healing immunity buffs. I say most times because twice in the last few days he did not. Once was in GW and once in a light side node.
His ability to remove healing immunity is hit and miss. I have read that while opponent Sid is alive, he doesn't always remove his target's healing immunity and while this seems to be the case most of the time, it is not always true. I have seen him remove it while opponent Sid was still alive.
To my recollection he has always removed opponent Kylo's immunity but honestly I haven't seen enough Kylo debuffs to state it as a fact.
