My guild just launched the raid, so I decided to check out the DDK cooldown thing I mentioned earlier. The description does indeed say it has a 3 turn cooldown, yet it automatically starts at 2. The same happens with the Commander, his special has a 3 turn cooldown, but it starts at 2. I checked the entire raid description section, nowhere does it mention any type of cooldown reduction for the enemies.
